UK immigration to launch pilot 'security bond' scheme for 'high risk' nations


The UK's Home Secretary, Theresa May, has announced that UK immigration will launch a pilot scheme in November which will test the effectiveness of making foreigners from 'high risk countries' pay £3,000 security bonds to prevent them from overstaying their UK visitor visas.
Mrs May, said that the pilot will target citizens from six countries; India, Pakistan, Bangladesh, Sri Lanka, Nigeria and Ghana. The countries have been chosen because many citizens from those countries have been found to overstay their temporary UK visas and remain in the UK illegally.
Anyone coming from one of those countries on a visitor visa, will be required to pay a bond, or security payment, of £3,000. Should the applicant then fail to leave the country at the end of their visa, that sum will be forfeit.
It is not yet clear whether the security bonds will be required from those coming to the UK from these countries with other UK visas such as Tier 4 student visas or Tier 2 (General) skilled worker visas.
UK newspaper The Sun reports that Mrs May said, 'This is the next step in making sure our immigration system is more selective, bringing down net migration from the hundreds of thousands to the tens of thousands while still welcoming the brightest and the best to Britain'.

Latest US immigration and visa figures from the OECD


In June 2013, the Organisation for Economic Co-operation and Development (OECD) issued its International Migration Outlook report for 2013. The report contains summaries of changes in immigration in the 34 member countries of the OECD including the US. The US is not only the most populous country in the OECD, it is also the one that is home to the greatest immigrant population.
Over 40m (40.4m) current American residents in 2011 were foreign-born. This amounts to 13% of the total population. The OECD reports that the number of family and employment based visas granted in 2011 fell, as did the number of asylum claims but the number of refugees and the number of diversity-visa immigrants rose.
The diversity immigrant visa program is also known as The Green Card Lottery. Each year, 55,000 US permanent resident visas (colloquially known as green cards) are distributed in the green card lottery to applicants from countries with historically low levels of migration to the US.

Tech industry lobbies Congress for US immigration reform



Representatives of many of the most famous tech firms in the US have lobbied Congress and urged it to pass the comprehensive immigration reform bill that they will vote on this summer.
Over the last few weeks, representatives of Microsoft, Texas Instruments, Intel, Adobe, Broadcom, Motorola have held meetings with members of the Senate and the House of Representatives. In order for the bill to become law, both houses of Congress will have to vote for it with 60% of votes in favour. The tech firms are trying to persuade as many senators and representatives as possible to vote for reform.
Facebook founder Mark Zuckerberg and other key figures in the industry have founded an online pressure group, fwd.us, to put pressure on Congress to back the reform act.
The Border Security, Economic Opportunity and Immigration Modernization Act 2013 was drafted by eight senators, four Republicans and four Democrats, nicknamed the Gang of Eight. If it is passed, it will alter almost every area of the US immigration system which President Obama has described as 'broken'.

UK immigration and visa figures for 2012



The Organisation for Economic Co-operation and Development (OECD) has issued its annual International Migration Outlook for 2013. The report contains summaries of changes in immigration in the 34 member countries of the OECD.
The report finds that the number of people granted citizenship in the UK rose in 2012 to nearly 200,000. The number of successful asylum applications rose slightly to 21,800.
Turning to work migration, the report found that the number of migrants coming to the UK under Tier 1 of the UK's five tier points-based immigration system fell in 2012 after the government closed Tier 1 (Genera) to new applicants in April 2012. Tier 1 of the five tier system is meant to be for 'high value migrants' but the UK's Coalition government said that many people coming to the UK in this category were actually working as taxi drivers or security guards.

Latest Australian immigration and visa figures from the OECD


In June 2013, the Organisation for Economic Co-operation and Development (OECD) issued its International Migration Outlook report for 2013. The report contains summaries of changes in immigration in the 34 member countries of the OECD including Australia.
Australia accepted 219,500 permanent migrants in 2011/12. The majority of these came under the Australian government's skill stream. This stream is reserved for workers and their families. Only 56,200 actual work visas were granted but this amounts to 25.6% of the total, compared to only 6.1% in the US in 2011.
The main source countries for new permanent residents in Australia under the Australian migration programme in 2011/12 were India (29,000) and China (25,500). The OECD reports that seven of the top ten countries of origin for new residents in 2011/12 are in Asia which may reflect Australia's decision to focus on its regional relationships in the coming century.

Quebec Immigrant Investor Program may reopen on August 1st


The Quebec Immigrant Investor Program (QIIP) is tentatively scheduled to reopen on 1st August 2013. If it does, then Quebec will accept 'a limited number of applications' before closing the program again so, if you are interested, it would be well to begin to prepare your application now.
The QIIP was last reopened on 21st March 2012. At that time, the Quebecois government announced that it would accept 2700 applications before closing the program again. These 2,700 applications were received within one month. So if past experience is anything to go by, investors will need to apply quickly in order to beat the rush.
To qualify for the QIIP, applicants must have net assets of at least CAN$1,600,000 which must have been lawfully acquired. Any money donated to the applicant in the six months before the application is made will be discounted.
They must also have worked in management for at least two years in the last five years in one of the following fields
Farming
Commercial business
Industry
Professional business
International agency
A government, a government department or agency

UK government to back down on plans to make landlords police immigration



The UK government has backtracked on a major policy initiative designed to combat illegal immigration. In March, the UK's prime minister, David Cameron, announced that all landlords were to be required to check the immigration status of all tenants before allowing them to rent flats. They would only be legally allowed to let to tenants with permission to be in the UK. Any landlord found not to have carried out the test would be liable for a hefty fine, Mr Cameron said.
However, since then, Communities Secretary Eric Pickles has tried to water down the proposals. It has been reported that there were heated scenes in cabinet while Mr Pickles told the prime minister that most landlords in the UK are individuals, not large companies and would find the imposition of yet more 'red tape' (or bureaucratic requirements) difficult to cope with. He said that there were likely to be legal challenges to the proposed checks.
However, despite his objections to the tests, Mr Pickles is understood to be preparing to introduce them in 'high risk areas' where there are large numbers of immigrants. This is almost certain to lead to the government facing charges of discrimination and even racism.

UK's Conservatives begin immigration campaign – two years before election
Theresa May, the UK's Home Secretary and a senior figure in the UK's Conservative Party, has written to Conservative Party members to claim that the UK's coalition government is 'getting immigration under control'. Theresa May, a Conservative member of parliament and the UK's current Home Secretary (the minister with responsibility for immigration and crime) has sent an email to Party members claiming 'we've cut immigration by more than a third since 2010'.
The Conservative Home website, an independent website with strong links to the Conservative Party, says that the email, which was sent on 5th June 2013, was 'drawing the dividing lines with Labour on immigration' and it does seem to be a piece of electoral politics – two years before the next general election which should be held in June 2015.
The email contains a diagram that seeks to draw a distinction between the rising levels of immigration under the former Labour government and the falling net immigration figure under the current government. The graphic suggests that immigration rose by 35,000 under Labour in 2009 and by 54,000 in 2010 under Labour but fell by 37,000 in 2011 and by 62,000 in 2012 under 'The Conservatives'.

European Commission sues UK over 'right to reside' test for EU immigrants

The European Commission (EC) announced on Thursday 30th May 2013 that it intends to sue the UK government in the European Court of Justice over alleged discrimination against immigrants from the EU in the UK's benefits system. The EC argues that the UK's 'right to reside' test, which EU citizens living in the UK must pass in order to qualify for benefits, is discriminatory because it treats EU citizens differently from UK citizens, something which is not allowed under European law.
The UK pensions minister Ian Duncan Smith told the BBC on the afternoon of 30th May that he will vigorously contest the EC's case. Speaking on The World at One show, he said 'The agreement in all the treaties was that this area of social security, social welfare, was a matter that was left to national governments. It was not something that the EC and the courts were meant to get involved in.'
Mr Duncan Smith said that other countries were also concerned that the EC was 'interfering' in welfare policy and characterised the EC's case as 'a land grab'. He said that Germany, Spain, Austria, the Netherlands and Denmark agree with the UK's position. Mr Duncan Smith said 'We are very keen that people can travel Europe and they can seek work. What we are not keen is if we have a system here that allows them to select the better benefit system to come and use and then come to the country for that'.
